The California State Association of Counties recently approved a statewide
Climate Change Policy that we hope will guide policy in response to AB32 and
other legislation. I was fortunate enough to be co-chair of the working group
that developed this landmark policy, along with Supervisor Dianne Dillon from
Napa County. All 58 of California's counties have endorsed this policy and we
are currently knee deep in insuring that the values and goals contained therein
will be worked into the policies that are being developed at the state government

The next meeting of CSAC Task Force is taking place on Thursday, February

The impact of this issue on rural counties, many of which are not large
Greenhouse Gas emitters (other than forest fires) could be significant financially
if we are not at the table with the policy makers. I am honored to continue to
represent California's rural counties in those discussions.

Statewide Committees
Since first taking office in January of 2005 I have made a concerted effort to
connect with legislators and stakeholders in both statewide and national roles.
Both the California State Association of Counties (CSAC) and the National
Association of Counties (NACO) have been of vital importance to our forward
momentum over the last 2 years.
Additionally I have been named as one of 2 rural county representatives
(representing the 23 rural counties) to the CSAC Executive Committee along
with Alpine County Supervisor Terry Woodrow with our alternate beingTony
Olivera from Kings County. I will be one of 2 people statewide working with our
colleagues from the suburban and urban counties to insure that rural California
is adequately represented in regards to statewide and national legislation and
policy. I take this role seriously and look forward to continued success in
highlighting rural issues.
National Committees
I've also recently been appointed as the sole California representative on the
National Association of Counties Green Government Advisory Board. This
group includes 15 other elected officials from around the country and also 16
private sector representatives including significant players from Siemens, IBM,
American Institute of Architects, General Motors, Edison Electric Institute, Diesel
Technology Forum, U.S. Green Building Council and more.
I'm hopeful that this will be an opportunity both to learn about and influence the
development of programs and policies that could benefit Trinity County and
Northern California.
